How No-Code Can Bring California’s Vision 2023 to Life

Unqork’s no-code platform can help California reach its Vision 2023 technology goals to provide more accessible and efficient government services. Here’s how.

The National Association of State Chief Information Officers (NASCIO) recently outlined the State CIO’s top ten priorities for 2021. The top priorities—digital government/digital services, cloud services, and legacy application modernization—shows an urgency for state and local governments to modernize and transform their frameworks. And there’s no better time than now for states to begin their transformation journey.

As is often the case, the state of California is taking on a leadership position. Vision 2023 is California’s statewide plan to leverage technology to make government services more resilient and more accessible to the Californians who rely on them the most. To these ends, Vision 2023 lays out five goals to guide its digital transformation and innovation efforts.

Unfortunately, state agencies have a lot of catching up to do. A study conducted by EY found that even before COVID-19, only 18% of HHS organizations had managed to embed digital tools in the way they work. Lack of funding, legacy infrastructure, compliance complications surrounding data security, and an inability to integrate with existing systems have all created major roadblocks for agencies. How can state agencies overcome these backlogs and decades of workflow barriers?

A no-code enterprise application platform like Unqork can be the secret weapon. Here’s how Unqork can deliver on each of the goals outlined by Vision 2023, enabling state and local governments to build digital applications that better serve the public.

1. Deliver easy-to-use, fast, dependable & secure public services

With Unqork’s Virtual Government Services application, agencies can digitize in-person processes such as ID verification, scheduling, fee payment, and more. Unqork comes out-of-the-box (or out-of-the-SaaS-box) with all the toolsets and elements necessary to build complex business solutions (e.g., front-end UX, workflow, rules engine, analytics, integrations, and maintenance). Since they’re all components of a single unified platform, everything works together in instant harmony; rather than dealing with mundane repeatable tasks or fixing bugs, engineers are freed up to create digital, multi-channel services (or bolster existing ones) that meet a public need.

2. Ensure public services are equitable & inclusive

Another benefit of digitizing your public service offerings is that it allows those who cannot go to a physical location to access essential government services. This is particularly important when you consider that 26% of American adults live with a disability, over half of whom have difficulties walking or climbing stairs.

To better serve residents, digitized processes and virtual appointments should be a mandatory public service offering to make it easier for vulnerable populations to overcome physical challenges…

Some residents in more remote areas need to flood the offices of faraway counties to get things like birth certificates and marriage licenses—this also fails to deliver critical public services equitably and efficiently. To better serve residents, digitized processes and virtual appointments should be a mandatory public service offering to make it easier for vulnerable populations to overcome physical challenges (e.g., the disabled, the elderly) or economic ones (e.g., without a mode of transportation, or those who cannot take time off work to access basic services).

Unqork also supports multiple languages, enabling non-native-English speakers to use applications to the greatest extent possible. The platform empowers developers to easily translate labels, error messages, and other user-facing communications to create seamless experiences for all end-users.

3. Make common technology easy to access, use, share & reuse across government

Since all applications are built within a single, unified platform, accessing them across departments and other agencies is easier than ever before.

Unqork has reusable drag-and-drop components and templates. After selecting from a deep library of repeatable pre-built components, users simply drag them onto the application’s canvas. From there, users configure business rules to dictate application logic—without interacting with a single line of code.

Furthermore, Unqork allows organizations to take a modular approach to modernization. Agencies can use the Unqork platform to build an external- or employee-facing “front door” that seamlessly integrates with existing legacy solutions, providing a modern responsive UI to older databases and solutions.

4. Build digital government more quickly & more effectively

You may be wondering, ‘How simple is no-code, really?’ or ‘Is it really robust enough to handle government complexities?’ Consider that Unqork’s no-code capabilities enabled NYC and DC to build their digital COVID-19 portals in a matter of days. Or that the City of Chicago entrusted Unqork to deliver an online platform that is “enabl[ing] Chicagoans to easily apply for relief, and for the City to ensure that it can be distributed quickly and securely…in compliance with all Federal rules and regulations,” explained Cas Halloway, Unqork’s Head of Public Enterprise.

Unqork accelerates time-to-market of robust government solutions 3x faster with 600x fewer bugs compared to code/low-code-based approaches. Visual drag-and-drop components, templates, and pre-made workflows sharply reduce the need for backend work compared to coding from scratch. This substantially reduces the time needed to build, test, QA, and modify your agency’s completely customized products. The platform also makes it easy to seamlessly integrate new software with existing legacy systems and external third-party services.

5. Build confident, empowered multi-disciplinary teams

Building with no-code helps agencies automate and optimize workflows so they can be more productive. Workers can spend less time on administrative duties and more time doing the work of the people and driving value to their mission.

And because almost anyone with a little bit of training can build and monitor applications within the Unqork platform, smaller agencies that do not have the resources to hire dozens of technically trained engineers can rest assured that digital applications can still get built. This improves collaboration between the technology and business users.

Feedback can be received and implemented more quickly for guiding iterations. While no-code necessitates fewer technology resources than code, it also opens the development process to more users, which allows organizations to save money without sacrificing quality.
